Telegram login and notifications

From now all members can register and login with Telegram:

Forum members can receive TG notifications by following these steps:

1. click the Bell icon > Notification Settings

2. Scroll down and follow the instructions:

To be able to receive notifications in Telegram, you must find a bot with the name ingingame_bot and send him a command '/start'.
